switching users under windows xp

Hi everybody, I have a doubt that, when we switch users under Xp from Limited account to power user account are we compromising on the security. Assuming limited user is connected to the internet and the Power user does not want to connect to the internet as well as the programs working under power user should not connect. what is the method to do that.
