Boss can't pay!!!!

I work as an administrator in a small business. Whilst I absolutely love my job and love the working environment I have the dilemma of my boss not paying on time. He always ends up paying, eventually, when he gets the money but because his business is failing, the ability for him to pay on time affects all the staff. His normal response is "I'll pay you when I get paid!" Staff numbers have been cut dramatically to lessen the wages bill, but yet he still struggles to pay on time every week. Whilst I shrugged it off over xmas, thinking that the work will pick up and things will get better in the new year, they haven't. The more he keeps putting off pays the further behind in my own life I get.
This isn't the first time this has happened either, apparently it's happened before I was employed and the reason why people left. I don't know how he has gotten away with it for so long!
I know the obvious thing would be to just walk away and get a new job, but I can't afford to go without money completely whilst I look for a new job and I'm also in the process of refinancing my house and I need the letter from my employer to do so. (I have no problem meeting repayments...so that's not an issue).
This is just so frustrating and the best thing we can all hope for is if the business dies and we are then forced to move on.

Of course I don't know the exact situation but jumping to conclusions I would say - he pays eventually, and you love your job, so stick at it. He might be relying on his employees and he might turn the business around
by all means look at what jobs are around, and if the perfect opportunity comes along take it, but don't jump into the first job opening. Then again I would recommend this to most people in employment.
