Internet was started around 30 years ago by US defence department, they took as a project media.The group behind the project was DARPA.Aim was to create a way for widely seperated computers to transfer information and data and to make these data communication reliable as possible.US GOVERNMENT and government and some private organisations tried their own networks.This network is known as ARPANET.Internet is a network of networks.Neither Government or a company is the owner of internet.Only things to earn are wires and communication paths that carry bits and bytes from one network to another.someone own these but not by a single organisation or individual.High sped lines r owned by telecommunication organisation.An internet service provider is organisation that buys a high speed line from a telecommunication organisation.Afterwards they divide it and resells the same available bandwidth to local business or individual.

the internet was the resul of some visionary thinking by people in the early 1960s who saw great potential value in allowing computer to share information on research and developament in sentific and military fields. J.C.R licklider of MIT. first proposed a global network of computer in 1962,and move our to the defense advanced research projects agency (DARPA) in late 1962 to head the work to develop it.
