If my wife can learn English then you can learn Englsih. She is from the Philippines and took a class "English as a Second Language" but there is no Philippine who live near our home in Monroe, Michigan so she learned from her new family, friends of ours, and she works for Diamond Electri in Dundee, Michigan. There is some Philippine ladies who she talk too over the phone but most of the time she worked with th American born. They would corect her if she did some error in grammar. Also she played a lof of word games like Scrabble and most of all she would stay away from conversations with people who spoke tagalog..her native tongue or visayian..another dialect..and speak just English and watch soap opera and some movies too..it takes time and pratice..good luck.."+

It helps to read more english books like novels and such. of course practicing english is a good way to go. if you can get a hand on this book, the elements of style by strunk & white, i promise, it'll be a great help.
