In order to withdraw cash from your PayPal account, you will have to link it to a bank account and verify that account with PayPal. They do this by sending two small random amounts (less than $1) to your specified account. When you see those amounts appear on your statement, you log into PayPal and enter those amounts in the appropriate place. This tells PayPal that you do indeed own the account.
