What is the best investment site that is not a scam. I have been hearing many times that some investment site is a scam and does not pay you. They have to have investing minimum of $1 and paying their users. I want to start investing small money.

I was in investment business for few months. I must say that every site turned into scam after it gained large amount of members. Best site a while ago was online-capital, but they turned into scam too and flea with my $150. I suggest you to be careful with investment, auto-surf and similar sites.
