No, they don't. If you want to invite other writers, you have to know their email addresses. The system is set up because they only want writers of quality, or so they say. I have always thought of it otherwise (as in why pay their current writers more than they have to).
I have invited a couple of writers last year. I did not make a lot from my referrals before they gave up on the site. They were after quick money, and do not understand how the oennies and nickels can add up. They also never stumbled upon a catergory or an article idea that paid well.

It sounds fair.
In the middle, i search Helium website about this and i notice the page that writers can invite other writers (as you said) by typing their email addresses and at the top of the form write "earn 5% income of the articles earnings of its writer you invite".
Not big things but they still pay a small sum.

as morgandrake mentioned yes you can invite writers if you know there e-mail addy. Now this may seem like a way for helium to not pay ref. commissions but it really just means you have to get creative. For instance I know a few people who setup web pages explaining a little about helium and if they wanted more info they had to send an e-mail to the creator of the page. People will ask more about it and you then can send an invite. Offer to help mentor them and explain more about why helium is indeed a great place to write. Hopefully this helps.
