I want to know how you can make an html email. For example, creating a newletter to email to clients in html format. Is that possible? Especially if the recipients have hotmail or yahoo, etc. Does anybody know of any websites that have tutorials on this for creating and sending to a large number of people? Please let me know if you do

Hi there I'm not sure of any tutorials but I know you can create HTML designs in Publisher and in Frontpage you yourself do not have to add the html you just add the graphics and the programs do the rest.

I know how to make an html file but how do I send it out to an email so it is displayed once someone opens their email? Is there an email program or software that allows you to do that?

You are planning to send a newsletter to your clients right in Coded (programmed) HTML format right. Ok here is how you can do it you have options to save it in .htm format so that when they open they can visualise it in html format.
In other scenario you can make a news letter in HTML editors and then send it bulk to your clients.
Regarding tutorials you have the giant microsoft in its library just search html msdn you have a pool of resources in front of you.
