The answer depends on a myriad of factors which include most importantly, what do you use you computer for? As well as, do you have any experiences with Operating Systems already? And possibly what Operating System do you currently like using?
I have Windows XP 64-bit on my gaming computer and Kubuntu 7.10 on my media and work computer.

I think WINDOWS XP is the only operating system that suits any configuration of PC, whether its P3 OR P4 or even dual core,,, you should use windows xp.

hmmmmmmm
That's a hard question....
But according to me Media center is the best one as it has good looks and good features also.....
Other wise Windows XP SP2 is also a good one and for better looks,features and themes you can use Crystal Xp Software..

Of course Windows... XP was the best until I started using Vista... Now I prefer and love Vista though my computer hardware does not support Aero....

Since you are asking a very basic question, and don't provide enough info I'll asume some things.
First of all I'll assume that you don't have the computer yet; if that's the case then, buy a MAC. They are the best for newbies, easy interface, works right out the box without wasting time with settings, installing drivers etc.
If you already have your computer, and assuming is a PC, it's already loaded with a OS(98,MILLENNIUM,XP or VISTA). those the versions of Windows OS.

Well Window XP service part 3 is the best. All the best software and plug-in can install in it. I advice you use this.
