Traffic Exchanges...why?

Traffic exchanges are popping up all over the place. I do not like them. Just a bunch of people clicking some ad to earn a credit so their ad can get clicked. Your website opens in a timed and framed page. When the timer is done (usually 10-30 seconds) the person gets a credit. I just hit about 40 websites in less than 5 minutes. I did not see any of them. That is how bad the exchanges are. What good did it do? So the advertiser got a hit to their website, but it is a framed page (website embedded in exchanges website). Why do people trying to make money online do these?
