i just came to think of this phrase after watching a good action movie, this movie is an old one i think and has some sort of martial arts and other form of self-defense. one character ask this question to a curious lady.."what would you choose, the one about to do the shooting or the one about to be shot dead?"now this question made me wonder, i imagine myself in that situation and now I'm asking you... should you choose to be the shooter so as to protect yourself from being killed? or would you rather choose to be shot dead than to do the killing?

in reality, you cant choose whats going to happen to you in a war...its anybody's game when it comes to wars...but i will be choosing what should i wanted to be a killer or the victim...i would rather be the killer because if hate to see myself helpless like the victim and if ever im the victim i would use all my strength just to get even or more....

I believe the movie you are thinking of is called, "Bulletproof Monk". By asking this question you make me think of a movie called, "Gloria" where Gina Rowlands says,"I'll kill anyone who's trying to kill me." I think this is my feeling on the matter.
