I have a domain and a host, now what?

I bought a domain name from Go Daddy and web hosting from Host Gator. My domain still hasn't been transfered yet and I haven't been given any site building tools yet. Still waiting for a reply from Host Gator. I tried downloading a couple of free site building programs off the internet but When I try to open them up I can't. Says I don't have a program to open them up with or something like that. I tried to get some free web templates and after downloading them to my computer I can't figure out how to get them on my website. I figured out how to add files off my computer to add to my website but since it's a new website I don't have anything to upload. Tried to upload the template that way but it just added it as a picture on a web page.
I need to know how to take a template or more preferably a website builder and apply it to my site. I have a c-panel but there are no tools there to build my site. There are two that they offer but they are not working or you have to pay more money for them. The one that isn't working says that it can't upload the template because I need to delete something first. It's a public html or something. Don't have any clue how to do that.
Can anyone please help. I hate the fact that I paid money for a website and can't even use it. I've had several free site in the past and they were easy to do. I was provided evrything I needed. You would think when you pay someone good money that they would provide at least as good of service as the free site would.

I've never tried host gator, so I'm not much help. I always just used Yahoo, and when I needed what the free site couldn't offer I started paying for extra space/bandwidth. It came with downloadable software and templates that actually work.
