Awful Wall paper border

Our kitchen has a really awful (to me) looking wall paper border above the cupboards up to the ceiling.
I would like to do something ELSE with that space.
I think most of the area is hollow and I was thinking we could remove the front paneling and use that space for baskets or un frequented appliances.... not sure that is feasible though - maybe there are wires and stuff in there and I will make matters worse.
I know along the wall where the sink is there is plumbing behind that awful wallpaper, so at least in that area I can not make it a storage area.
I was thinking on painting - what do you think of black up by the ceiling? what effect would that have on the room? the ceiling is white Styrofoam tiles.

If you want to use that area to display baskets, you can always put up a shelf above the cupboards. Remove or prime and paint over your border. You can get shelf supports that either support from above or are hidden, either will work. Black up there by the ceiling might not work, you could I suppose tape up some black construction paper and live with it a few days to help yourself visualize it. Or you could just go find a border you like better (shouldn't be hard, lol) and cover up your old one. I do like your cheery curtains!
