Pour in your reasons as to why they are lazy and experiences of your interaction with them. My experience with them is that they are assured of their permanenet job hence, lazy and never like to add new stuff to their daily workflow. Slowly, lazziness wins their attitude and they become so frustrated that they tend to think few more years and I shall retire. Closed room kills motivation and improvements in thought process take a back seat.

I worked for (US) county government for 23 years and I certainly wasn't ever lazy. I've been a file clerk, a data entry operator, and I've done Food Stamps, Aid to Families with Dependent Children and Family and Children's Medicaid. I can honestly say that in all those areas, everyone is overworked and underpaid!
For instance, in Family & Children's Medicaid, you have around 1,000 cases plus to handle. That's not the number of people, just the number of cases. Some have to be reviewed every 6 months and some once per year. You are reviewing cases, making changes, answering the phone, seeing clients, filing, as well as training on new laws/programs/procedures. Oh, and if someone is out, you see their clients, also. Not only did we have to hand-write everything, but we had to enter the data into the computer, too.
Don't get me wrong, I loved my job. But there were plenty of days when I would rather pull all my hair out than go to work. Anyone who thinks they would like to do that sort of job, go for it.
Also, no government job is permanent. You can be fired just like anyone else. You are not elected to the position, you earn it by taking tests and interviewing. When I first went to work there, I had to spend about 6 hours taking different tests just to get on the State register. Then I had to be in the top 3 percent of scorers to even apply for the job. They stopped doing it that way where I live and I do think the job suffers for it, but it's darned hard work that nobody really appreciates!

I believe after going thru the discussions most asians friends have felt that Govt employees are lazy whereas friends from UK and USA have reported wise culture in govt offices. I also agree with other users as to why sometimes govt employees tend to be lazy and sometimes poor conditions make them so.
With my own experience of having visited US and European Counteries, I felt that they work as per system and have a timeframe which they commit and ahere to. Same is not true in Asia.

i have the same observation as you. what can be said, i hate the government job cultur. they think their job is secured and thus they do not need to pay much attention to whom they are serving. you will never get your service at first place from them.

Sometimes they are frustrated by poor working conditions and or supervisors who continue to give them routine tasks. Lots of these persons when given challenging tasks make a complete turnaround.

I used to work for the UK government. I certainly wasn't lazy, that's for sure. I think it depends what sort of role that person is in. There are some who as you say are incredibly lazy. Once they have got their job that's it, they almost stop working. They know how to work the system and they stay there.
I was in a part of the government that worked incredibly long hours - was in contact with government ministers, MPs etc., and they always needed information and RIGHT NOW. So everyone had to stay on their toes! There was no lazing around my office...

govt tends to hire quotas, people lower them them that they can use, whether lazy blue collared white trash desperate for a job or ethnic on quotas desperate for work...they are lower level and the govt's puppets...do as the govt says and the govt rewards them with money...
