Mylot is open for non-US residents. According to this Mylot, they have the incentive program to help the website become popular. Regarding the payment, it is through Paypal and you have to post quality topics in order for you to see your earnings. Actually, I am having problem with my earnings now it is not yet updated but I hope that it will be updated soon. I understand that Mylot is a growing website and there might just be a delay.
