Overprotection in the American society?

There is overprotection in the American society, people are not able to drink until they are 21 and most people are punished by the law if they are caught with alcohol.My brother lives in New York, it was his first time in New York, he is already 29 years old and he told he was puished by law and had to go to the courts becuase he walked to the street with a beer. He did not know he could not go to the street with a beer and he had to stay more days in New York instead of coming back home for christmas. He told one of her friends had to pay 3000 dollars and had to community service ours just becuase she took a beer outside. Are the police in the United States crazy or do you think this is correct?
