i think you can but its not a real credit card though its just virtual which you can only use online. You load your card with paypal and off you go.

Let me see if I can help you. Is your paypal verified ? If your paypal is not verified your going to have the blues. If your account is verified, you know you can get a paypal debit card. Another option to check out is with Western Union. They have prepaid debit cards you order online. Not sure if they except Paypal but it's worth checking out.
