Is your dog docile?

I have a little black dog. She's one year old now. I love her very much .But there 's a problem that she seems to behave whatever she like and never obey my orders. For example,everytime when I take her out for a stroll,she would like to run about ,it seems that even the garbage around the road is more attractive than my orders. I've always seen in the TV that the dogs are very docile,they always do what the masters command. My question is that whether your dogs are docile and always do what you want she/he to do.
