The Curse of the Flaky Neighbors

I remember a time when neighbors would say hello and actually take the time to form friendships. Every neighborhood I lived in was this way...until now. This is my 8th year living in a townhouse community. Every year, some move into their first homes.
But the ones that have lived here for at least 3 years have no excuse for being so aloof.
Last summer I even had a cookout and those that came had a very nice time. They stayed into the evening and talked, laughed, and left with doggie bags. Out of all that attended, only one takes the time to say hello and converse whenever he sees us.
Some of the others only come over to gossip and try to see if I will too. You would think they would learn when I say nothing derogatory. Then there are the ones that look right at you as they are going to their doors and say absolutely nothing.
What happened to the good old days when people had manners and actually bothered to get to know their neighbors?
I give up trying to get to know these pod-like creatures that surround my home.:(
