is this 5 and 6 dollar email scheme on the up an up

I was surfing the internet the other day and came across a forum that said that this scheme was seen on oprah and 20/20 and it was legit.It stated all you have to do is follow the instructions in the letter and soon your paypal account would be over flowing with cash with a mere 5 or 6 dollar investment. I would like to know is there any truth to this,I was told that its not a chain letter because you are paying someone to put your name on the letter each time it is sent to someone else.
