My child is too smart?

For the past 8 months we have found that my 3 1/2 yr old is very hard to understand when she speaks, she studders a lot and her pronunciation is really bad. We had to make her repeat just about everything she says several times to be able to make it out. Meanwhile I have a 2 1/2 year old daughter whom everyone understands every word she says and comments on how she speaks better then her older sister.
Back in July I mentioned to her Dr., whom also doesn't understand my daughter when she speaks, and inquired if she may have a hearing problem, as an old friend of mine had a speech problems because she was saying words the way she was hearing them.
We had my daughter hearing tested and she passed without a problem, so the next step was to have her evaluated by a speech therapist and get her into an early learning program to help her so when she starts school her speech with be corrected.
I had my daughter evaluated for the early learning program which consisted of a teacher and a speech therapist come to my home and test my daughter, the test ranged from below 75 need help, 85 to 100 average, and 101 to 115 above average.
After testing my child they told me from the quick results she doesn't qualify for the early leaning program, I was shocked, and asked can you understand what she is saying, and they responded not on the first try but after her repeating several times, "yes".
and I said how can she not qualify then, and they said she is very smart and her vocabulary was too big and she knew too many words and she is just trying to use all the words she knows and that is why she studders and it's hard to understand her speech.
When I got the written report they had scored my daughter at a 114.
Have you every heard of a child being TOO SMART for an early learning program?

i would try a different agency...here we have a program called dart that is for kids with everything from autism to speech delays to being completely "average"...my son is going to this class as an "integrated" kid because it is so darn cheap & I wanted to get him accustomed to school before he starts kindergarten next year - but he still gets the same services the other kids do...maybe there is a program like that in your area? head start might be another one? i'm not sure...you can always hire a private speech therapist - your insurance might even cover it - some of them cover like 20 sessions per calendar year or something like that. good luck!

Sounds to me like they were trying to hold her back because of her speech problem. If possible, I would have her retested. Sounds like she could really benefit from the experience along with speech therapy.
