I used NetZero for about a month until I got a house phone. I only paid $5 I think for a month's service. My only problem was it seemed lke there was always interferance with my calls. This could be because I didn't have the proper hardware. You should use a VOIP phone, I only had a mic and speakers.

well i dont think its because of your mic and speaker , even i have tried many service provider , and sometimes this problem os interefence is common and exisiting

It depends on how you are using it...Like if you are using MSN, Yahoo or Skype, you can make direct VOIP calls to your friends who are overseas and are using the same client.
But if you want to make a VOIP call to your friend's mobile phone or home phone, you will need the service like SkypeOut...and you have to pay for such service using Paypal or other billing methods

The cost depends on the country your friend or family is in...You will need either a credit card or paypal account to make Skypeout VOIP calls...
Of course, besides Skype, there's also others like Yahoo! Voice - http://voice.yahoo.com/
The rates are somewhat similar, but you may want to do a comparison

voip phones are used for calling others but the basic difference is just in voip we use internet protocol to connect so the calling rate is very low .u can buy voip phone from skype but u also need calling card for calling normal phones

Excuse me? Did you say you need a calling card even though you already have Skype phone for calling normal phones?
Skype can be use for calling normal phones too but you need Skypeout for that. I've used Skype before for calling normal phones like landlines or mobile phones but switched to Onesuite.com voip after finding Skype rates are mostly higher than Onesuite or other voip providers for that matter.

Anyhow, VOIP means your call will go thru the internet whether you are going to call a PC (Yahoo, Skype, MSN, etc) or a mobile phone or just a regular landline.
PC to PC calls are 99 percent free (I don't know who charges for pc to pc calls nowadays)
PC to mobile or regular phone usually will cost you. Rates differ from one provider to another. For example I used to use Skype for my calls to overseas but found out that Onesuite.com has far more better rates with better quality (maybe because Skype has so much subscribers)
BTW, you don't need a router to make voip calls. As long as you have a fast internet connection (dial up is not enough) then you can do voip calls.
You can also get those voip phones (USB phones attached to your PC or directly attached to your DSL lines) or better yet just get an ATA (Analog Telephone Adapter) and connect it to your DSL line and to your regualr phone and presto! your regular phone can be use for voip calls.
