this can be a little tricky because you must have someone who trust you and who you trust that will help you to pay while you remmit the money back to the person one way or the other,besides are you sure of the site you are buying from?

What payment you are trying to do?
Do you have credit/debit card?
First thing to get all facilities provided by PayPal is to get your account approved such as adding a debit/credit card,verifying identity through sending them your Identification Card by your Native Country or a copy of your International Passport.
Then get your address verified by sending your a copy of any utility bill that states your name and address that you provided during sign up.After all of these steps completed,you will able to use PayPal as others.
