I agree. I am not sure who to really blame. Some kids are just mean. Even if their parents or their school has thought them better. I am glad that no one was hurt that was riding on the bus. They will get caught up with eventually. Unfortanally here in the United States all they will get is a warning if they are under 17.

Maybe they are negelected by their parents and they do such things to make themselves be paid attention.
Or there are really naughty kids in the world. They have to do something they think exciting to release their extra energy

That is awful. It is too bad when these things happen. I don't know what the school can do except tell children that this behavior is wrong and teach them what their actions cause to them and others. I believe this one has to fall on the parents. They need to teach their children right from wrong. The community needs to put their foot down too and say this will not be allowed. We had some children in a town not far from me that dropped a rock down on a car from a bridge and the people got into a bad accident. Other kids turned those kids in because of course they laughed about it other children. They were tried as adults and it let others children know that this is a bad thing and you will not like the outcome.

The boys should be blamed, if caught. There is no one else to blame. You can't blame the parents or the school at this point. Kids do stupid stuff. If caught, hopefully the parents will punish the kids with a consequence that will make them stop and think. As for the financial cost...parents are responsible to pay it if the child is under 18 and hopefully this will provoke them to teach their kids a way to be held accountable.

They will not learn unless they are taught. Children do not just become badly behaved they learn by example, if they do things and get away with it by their parents then they just carry on doing bad things. If my children do bad things then they are punished for their behaviour, there is no need for all this and they get away with far too much. I am guilty of it sometimes, some things my children have done I have let go by, but I should not as the more they get away with the more they will do.

you are absolutely right rose..all first lessons should be taught at home.
atleast an attempt should be made to make them understand what they have done and how it will affect in long way ..

The parents should be the ones to blame. Where were the parents? Children learn by example and need constant positive guidance. It makes me very sad when I hear stories like this because even though they are children throwing stones what will it be when they are older? Teenagers/adults shooting at the bus? Very scary stuff.
