International students have the same right and obligation with local students?

Do you think the international students have the same right and obligation with local students? I am a internation students in Australia, I don't think I have the same right and obligation with local students.
We must enroll more than 4 subjects one semester, but local students have no restriction
Local study have the bus concession, we do not have.
there are so many other example, should international students have the same right and obligation with loal students?

At the university where I went we had a lot of chineese students, they had the same rights as the rest of us, however they didn't want to use them. They just slept during the classes and cooked their meals in the halls.
