It depends what type of a freelancer you are.. & what sort of work you do..
A friend of mine is now a graphic design freelancer but still works for her previous employer, where she had a job before.
She has quite steady income (though not exactly the same every month) - but in general she earns more for the same amount of work than before! (she bills for hours, previously she just got paid the same no matter how many hours she put in..)

Not sure of which field you are referring to. Because freelancer could provide a wide range of service, ie translation, copywritting, technical review & etc. But as long as you are freelancer, your business depend on market demand and how well you grab your share. If your business are flowing smoothly, so do your payment, and vice versa. I myself are involved occasionally in translation service. The demand is very low because I have only very limited clients. Therefore, I worked it as my part time and the payment I received is only my side income.
