Are there any limits on raising dogs in your country?

In our country, many big citys have limits on keeping dogs at home. For example, here in Shanghai,each family is supposed to keep only one dog at home and have to pay 2000/dog/year if in the downtown, and 1000/dog/year in the suburbs, 100/dog/year in the countryside. And the limit is much stricter in the downtown.
What's the situation like in your hometown?
