Fish do count as pets. Like cats and dogs they too require care love and food. I myself like fishes as pets over dogs and cats.

What do you mean that you can't so anything with a fish, haven't you ever seen any one walking their walking catfish or chasing their climbing perch? Yes there are these kinds of fish but no I have not seen people do either of these things with them either but you can train fish to do certain tricks, not like going to get the paper (unless someone throws it in the aquarium). Yes I have taught fish to do tricks like move a ball or other object around the tank. Also they can be taught to swim through hoops and other tricks so they are true pets. Some people cannot have other "higher" pets such as cats or dogs but can have fish as pets.

Any animal which requires you to give it a home food and care is a pet in my opinion including fish, they need food and care as well as any cat or dog.
We have two fish and my kids love them its good for them also learning how to care for animals and how to treat them properly
