I need some advice about my site!

I have been working on building up my own web community at http://www.clubindosat.com for about 2 years now. I have about 400 members but I have been trying to get it to grow. My site will always be free but I am not sure what else I can add to the site to make people want to come and stay. I am working on adding free email accounts to my site and I don't know if this will be what is needed to give my site a shot in the backside. I really don't have the money to place ads so I have ad some cards made up that I give out local and I have been placing ads on other sites. If anyone out there would have some advice that would be able to help me out, I really need some.
