Solutions on How to Work with Officemates who is soo Bossy yet not a Boss!

To all working peeps! I know one way or the other you have experienced working with people who thinks and acts as if they are the "boss". My boss only says that we should both coordinate with one another since the both of us are directly handling all the transactions of the CEO. Since then he has started to do give me little works when in fact he could have done it himself! grrrrrrrrrrrrr... I think he is tarting to take advance of the situation.. WE are of different race so he thinks he better than me.. Academically and Experience wise, i am more qualified.. The only advance he has is that he can speak their native language.. Any technique on how to deal with him???
