do you give your cell phone no. to a stranger?

i think we cannot simply give personal or cell phone no if we done known that person...

I wont be giving initially. After I do talk for a while and after knowing something about him/her, I would give. it depends on my impression i develop. sometimes I never give depending on my mood and opposite person mentality.
