proverty prevailing in ethiopia

ethiopia is the country ranked as one of the least developed country. i had a chance to be there for a brief period. the country as such is below proverty line with few exceptions. the country has very good natural vegetation but not fully utilised. what i want to discuss is - what are the possibilities for making this country atleast 10% of a developing countries as India.
