what to do about a pain in the behind brother

okay my mother doesnt seem to understand that my brother is possibly on drugs he has all the signs of a meth user, instead she tries to tell me hes just really stressed and he just need some time to relax, and I call BS on that, my brother is hanging out with people that are 8 and 9 years older than him, and they are no different then what they were when I was a teenager, Junkies thats all these people are, any suggestions on how I can get this through my mothers head that there is something else going on? and ideas on how to get her to stop babying him?
