Minimum Wage and Waiters

A lot of restaurants pay their waiters less than minimum wage, assuming that they would make up the difference by way of tips. The restaurant charges its customers for the food and levies service taxes on them, so in effect, they're charging the customers for the waiter's wages, yet underpaying them, claiming that the waiter will get tips anyway.
I think this is completely unethical, illegal and downright dirty! Why don't the cops crack down on this? Or is it that most waiters and servers in first world nations are immigrants whom the government doesn't care about?

Yeah, it's a shame that these restaurants make a killing by underpaying the very people who run them. It's a classic example of a rich man's greed leading to poor mens' miseries. The tips should be taken out of the service tax charges!
