One of the most vulnerable parts of the computer hardware is Hard Drive (HDD). HDD does not like on and off procedure, so by turning the computer with no definite need, you might just shorten its life span. Our official requirements to the customers, certified by Engineering and Software departments not to turn the computer unless it is needed for software or firmware reset, or for long idling periods.

Doesn't make sense to me. I have left my computer on for up to a month and this doesn't cause any problems. When my compuer is not in use by me I turn it over to Boinc software to run global processeing programs. As long as your cooling system for the system is working fine there should be no ill effects.

I always shut off my computer when I've finished using it, even if I'm going to come back to it in a half hour or so. I've been doing this ever since I had my first computer, back in the 1980s. I've only had one hard drive give me problems in all that time. I've changed computers many times, but always because I needed more power to keep up with the latest software. The monitor and the hard drive are the two components that suffer the most wear and tear when you reboot your computer, but in my estimation the effects are pretty minor. On the plus side, when you restart your computer, your RAM memory is refreshed. Plus you save some wear and tear by powering off. Plus you're safer from power surges. I think these benefits pretty much outweigh any ill effects.
