Cat stuck in a tree. Who do you think would help?

There is a cat stuck in a tree near where to I live. A woman who lives next door to where the cat is stuck has called the town and tried to get someone to come out and help the poor cat. It has been stuck up there for days and now is dehydrated and lethargic. The cat is about 40 feet up in the air. They need some time of bucket truck to get up there safely. The fire department won't help! I suggested that she call some tree cutting companies and see if they could offer some help. She is still awaiting responses. This cat's time is running out. The local television crews have been contacted but haven't been able to contact the owner of the land where the cat is stuck, so they can't cover the story yet. It's just so sad. If this situation happened in your community, who do you think would come to this cat's rescue?
