12 years old boy is not allowed to do?

here is a boy who comes to me for getting help in his srudies, he is a good and a nice boy. today i asked him u dont have cycle at home? He says he have but his father dont allow him to take it out of the home and he is jsut allowed to do the cycling in his home and not at the roads out side of his home. i am not agree with this i think he is given the permission of doing it our side also what do u think of this?

actually i get what the point of the father why isnt he allowing his son to go biking on the road. MAybe he is just concern that his son might get an accident. My mom is also like that towards to us. Our parents bought us some bikes and skates but we're not allowed to use them on the road but we understand why they dont want us to..
