I think it is good to choose something relevant to the current situation. For example, if you met someone at your kids' school, then you could talk about current school news. Alternatively, if it was at a party, you might comment on the food, or a picture on the wall, or the music, or how you know the host/hostess. I would normally break the ice casually in this way with something you both have in common.
