say hi, then go from there. i would be pretty freaky if you'll go straight to the person and say you love her. she might have no idea who you are. for me, it is better that you befriend her. or if you're a little techie, try to get a hold of her mobile phone number then text her.

Hi, I think the best is to give her a nice letter pouring how i felt for her in it. Dont make it too long, just about 2 pages. I think giving a letter is best as when most people write (including me of course) we write by thinking first. Furthermore it become a written record of our feelings.

I totally agree that making a letter is a great way to let her know how you feel... and if you really like her two pages wont even be enough to fully express your feelings. ^_^
