What Defines A Webmaster?

This really bothers me and has for several years now.
So many people call themselves a Webmaster.
To me it is now used as a catch all for anything having to do with even the simplest of web pages.
If this were the case then if you owned a blog on the web, would designing it and maintaining it everyday make you a webmaster?
How about a web page maintained on a free server that you place online, if you have one of these, does this make you a webmaster, also?
I know many people that in my opinion are PO's (Program Owners) or own a web page, but are NOT Webmasters.
I do own a few web programs myself but shy away from the Webmaster title because to me, this states that I know ALL of the workings of designing and maintaining a web site/page and web server, which I do NOT and am still in the learning process after 4 years.
So, if you have an opinion on what you think a webmasters duties are or to whom the title should be instilled, I beg of you to please do share that opinion with me as I am very curious
to my fellow mylotters opinion on this matter.

In this bright new world of the net I think we can open the gates to everyone and call them all webmasters if the have made a site.
They are masters of their own destiny perhaps?
Anyway, you can see the result of their labours and make your own judgement if they are masters or rubbish! haha

I wish I could help you, but I have often wondered this myself, but heak there are so many tech name and categories out there, and it is so hard to keep track, and to keep up.

Yes, I agree and maybe one title like webmaster
should include all of the categories. I guess
it is just a self proclamation and no formal education is really needed. If you feel like
you are a webmaster, you just call yourself one..lol

I always thought it meant anyone who starts and maintains a website. I never thought about it meaning a master of skills.
I have had 2 websites in the past. I paid someone to design and set up a professional business website for me, so I thought he was the webmaster. When I set up my own simple website I thought I was a webmaster. Now I have a blog so I am a blogger.

When I first started coding, I also paid a designer to create a site for me. As time went
on I was able to design my own, now I help others design sites.
I guess it is just a term used for anyone able to create and maintain a website and not necessarily a mastery of a skill because there are so many aspects to designing and maintaining.
I do know when I took classes on coding many years ago there was a controversy at that time about the webmaster title.
Since it seems to be so much easier to do now with editors and templates maybe the title is not as important as it once was.

A person responsible for the implementation of a Web site. Webmasters must be proficient in HTML as well as one or more scripting and interface languages such as JavaScript and Perl. They may also have experience with more than one type of Web server.

I also have a tendency to think this way also.
Flash is also a plus in design work. I just think it has become another generic term, more or less.
