Dogs and Bite Lawsuits

I had a beautiful Rott mix 4 years ago and had to put him to sleep due to the mailmans faulty complaints-he never bit anyone ever. I now have a Boxer mix, He is big and beautiful also. He does have small dog syndrom... Anyways I have neighbors seperated by chain link. Thier child kept poking sticks through the fence and would poke him when he thought he was going to get love. The dad would hold a ball up above him and tease him with it; never letting him have it. This went on constantly despite my requests to stay away from my dog. At the age of 1 and half he showed quite an irritation towards them and the child still sticking things in my fence. My good neighbor would call me at work to tell me they were out antagonizing him. So she would put him in the house for me out of fear he might do something. We are talking 85 degrees out stuck inside to appease the neighbors untrained child and the not so smart father. My fear was that they wanted to get bit to sue me and get paid...So I had to save every penny to put up a 6 foot fence between them and my dog. She would still try to poke things through on the bottom or edges-She started at 3 and kept it up until she was 6. I asked the city if I would be sued if my dog bit one of them despite my warnings and requests to stop and they said no they most likely wouldnt have won, but I did not want to risk the little girl getting hurt even though her parents should have taught her not to do it in the first place. The fence was expensive and it was unfair, but I couldn't stand the thought of losing another part of our family. People should train thier children. Has your dog ever been unfairly treated in this way?
