about spamming

what do you think about spamming?? i would like to be a law in my country to punish those bad peoples..i hate them...always i get in my yahoo account,i get emails like"you won 4234237862 dolars"bla bla bla bla....i hope to be punished those spammers...and yes i am from romania..in my country doesn't exists a law for spammers... seya!!!
