White Noise

Ok, this is my objective. I recently moved and my living space is smaller than before. I believe that my landlord bought the cheapest windows on earth. And, my room is in the front of the house/apartment. (I'll probably be moving again soon.) I'm trying to achieve more privacy in my bedroom. Sometimes I don't want my children, or people who are entering the front of the house, or people who live above me to hear what's going on in my bedroom (conversations, etc). Does white noise do the trick? Is there any way to sound proof my room, when the need arises? Does white noise really work to keep others from hearing you? How well does it work? Any comments appreciated.
