~Why do you h ave to pay someone

Well, I notice a lot of successful people in politics are being investigated. i also note that some jobs share relatives with persons in higher up the ladder positions. Is this the reason why some people get the great jobs, get to travel at tax payers expense, etc? More "gift, donation money flows through their hands than would flow through a normal persons! Why does this happen, and why do we let it happen. Can we really stop it happening?
