I think self-learning is very important even in the condition that you can afford to learn English. You can learn English in all kinds of ways, if you want to learn spoken English, you can go to the bookshop and buy some CDs to listen and try to imitate their pronunciation and tones, like Li Yang Crazy English, it's good for beginners. Also, you can learn online and find some good websites. Reading is also important, try to read some books, magazines... in English. Then if you meet problems when you are learning, you can start a discussion here, and we will be glad to help you.

I didn't really think it was really hard to learn english. I would help you, but there isn't much I can do over a phone or online. One of my friends is learning another language through a dictionary. You could try an english to chinese dictionary.
