how to get boyfriend to be cleaner

I have lived with my boyfriend for 1 year and although he will do a whole house clean once and a while he usually does not clean up after himself. He will leave food dishes and food wrappers and garbage all over the place. If I clean it then he will expect I will and then he will not clean even more and if I leave it, it will drive me nuts! I dont want to nag him so other then that what can I do? He works really hard so I dont mind doing extra but i dont want to feel like his maid, i dont understand why he cant just put it in the garbage! He will let the garbage sit for days(or weeks sometimes) until he moves it to the garbaage I dont understand what the difference is to placing it in a random spot them 2 steps to the garbage.
