parking ticket appeal

hello, can anyone help!
I've been having a bad week where I've received 3 different parking tickets and I have paid off 2 of these
when the 3rd one arrived I was parked in a bay on a quite road for an overall time of 15mins delivering to a customer it took me 4-5 mins to serve the customer then the rest I had as break.
these details was logged on a company sheet. however, the letter states I was meant to be issued with a ticket after 3mins of being in the bay.
one month later from my company I received a A4 size letter of the penalty notice
sent from Westminster Council
on ringing them I was told that the ticket you received was issued because you were doubled parked.
I told them that -
1st I never so a parking attendant.
2nd I didn't received a ticket.
3rd I know for a fact that they could never be photographic evidence of this - to which he replied they was no picture taken.
so for anyone who sees this, can you help me fight my appeal & put an end to this unlawful doing!

Chances are the fine is small right? I would fight the ticket in traffic court. Most judges know that people who are willing to fight a traffic ticket do so, not because they don't want to pay, but because they have been wrongly accused. And I'm not sure how your city works, but here, if the ticketing officer doesn't show up for court (and with their schedule, a lot of times they don't) then it is thrown out anyway. Good luck
