.gov means that it is a government agency. For example the Internal Revenue Service is irs.gov
.org means that it is either a for-profit or not-for-profit organization. For example wikepedia.org

Dot GOV is used by government websites while Dot ORG is used by Organization website. I think GOV and ORG is more cheaper than Dot COM, in a way that Government and Organization agency also use Dot COM before. Or maybe they wanted to be different and to be easily separated for the sake SEO (Search Engine Optimazation)
