How to stop shops to sell alcohol for our young kids??

I have some ideas about this problem what is growing fast every year accros the world especially in the UK where i currently live soo is very noticeable for me.. Our government can't manage with this problem, responding just with alcohol price rising and set age restricion but how all we know well there are always someone who is keen to buy alcohol for little fee or simply private shops owners want earn some money. First i would like to read yours.
