Lets make Noisy Electric Cars?!

I came across a discussion recently (the link above was the closest I could find to it) on how dangerous it might be for Sight impaired People when trying to cross a road when there's a growing chance a silent or near silent car could be nearly on top of them as they step out,and what could be done to prevent this?..APART from Teaching people Never to Jaywalk,or to learn "The Green Cross Code",what other solutions can you suggest?

Have you ever seen those little things that attaches to the front bumper that supposed to whistle as you drive, for deers & animals & stuff? Somebody could make one of those... As we drive, loud enough noise will sound as we move, but then that would be really annoying as the number of hybrid cars are growing... Something in a tire that will make sound, like those snow tires with studs that goes, "thud, thud, thud" when you're not driving in snow?

All sorts of ideas are being kicked around on this subject..ringtone type sounds,etc,etc..seems a shame..the technology is almost ready that we can (maybe) finally do away with noisy combustion engined cars that disturb the neighbourhoods,and we may have to make them noisier??

wow, i never thought of that...hmmm, how huh? oh really, i never have considered that. i have seen blind people in our city ...and it is worse here because we just cross anywhere, not on pedestrian lanes. it is really crazy! but i have not heard of a single blind person who was hit by a car. imagine that! :-)
but honestly, i don't know what to do...
